Lincoln’s 2-Minute Gettysburg Address – By Sandy McBride

On June 30, 1863 Gettysburg, Pennsylvania was a small, quiet village of 2500 inhabitants.  It had seven churches, a college and a seminary, and it was surrounded by rolling farm fields and wooded hills.  Three days later, its streets and the nearby fields and woods were littered with the bodies of 6,000 soldiers and the rotting corpses of 3000 horses killed in an epic battle of the Civil War.  97,000 Federal soldiers had converged on Gettysburg to confront the invasion of 75,000 rebel troops. 50,000 men . . . nearly one out of every three . . . had been killed, wounded or captured. The Union had won the three day battle, but failed to end the war.

Tentative Saratoga Co. Budget – By Harold Wessell

BALLSTON SPA, October 31 – Despite costs still rising, it will cost the owner of a $200,000 home in Saratoga County only a couple bucks more – literally – to keep the government going in 2014.

"For the past three years, Saratoga County has taken a very aggressive approach toward reducing the expense side of our budget," said County Administrator Spencer Hellwig III at a press conference Thursday presenting the 2014 Tentative County Budget. "We are now beginning to see the fruits of those labors.  Our operating budget is stabilizing, and in 2014 we will have our lowest anticipated usage of fund balance in seven years.  At the same time, our tax rates are still among the lowest in the state.  The 2014 Tentative Budget will continue to implement a decisive program to restore Saratoga County's financial stability."

IDA Did Not Vote On Esplanade – By Harold Wessell

STILLWATER AND MECHANICVILLE, Oct. 22 and 24 – The Mechanicville-Stillwater Industrial Development Agency did not vote on a requested Payment in Lieu of Taxes (PILOT) plan for the re-crafted Esplanade project, following Public Hearings in the two municipalities.  A meeting to do so was expect in the coming week.

Empire Warehousing Corp. estimates a project cost of approximately $55 million on 11.3 acres on North Main in the City, including ten percent within the Town of Stillwater, now returning to the IDA as a residential rather than mixed use project, with 294 apartments and a 50-seat café with community space totaling approximately 12,000 s.f. (of which the café would be 1,500 s.f). About 4.7 acres, or 42 percent are planned as green space.
