Robert F. Russell – 74

GREENWICH - Robert F. Russell of Route 74 passed away at his residence on Wednesday, July 17, 2013. He was 81.

Born in Pittstown on December 8, 1931, son of the late Earl and Bessie (Gate) Russell and husband of the late Joyce Russell who passed away in 1996.

An Air Force Veteran serving during the Korean War. He was an auto mechanic working for various garages throughout his life. He enjoyed going to the Racino, dancing and was an avid NASCAR fan. He loved fishing and being outdoors and would watch the airplanes and boats. He was very meticulous about keeping up his home.

Survivors include his children Robert (Lori) Russell of Buskirk, Barbara (Scott) Havens of Fort Edward, Linda (Herbert) Kitchen of NC, his siblings, John (Georgia) Russell of Troy, Charlie Russell of Hoosick Falls, Evelyn (Hans) Stratton of CA and Charlotte Russell of Cambridge. Also, survived by his grandchildren and great grandchildren and several nieces and nephews.

Relatives and friends may call from 5-7pm on Sunday, July 21, 2013 at the Chase-Smith Family Funeral Homes, 173 Main Street, Schaghticoke. Funeral service will be conducted on Monday at 9am at the funeral home. Burial with Military Honors will follow in the Gerald B. H. Solomon, Saratoga National Cemetery.

Brown’s Beach a Joint Effort? – By Harold Wessell

TOWN OF STILLWATER, July 15 – Stillwater Town Supervisor Edward Kinowski told The Express that he's been extra busy since last Thursday in stepped-up conversations with the Town of Malta and GlobalFoundries toward a  potential intermunicipal redevelopment plan for Brown's Beach, using funds offered by Global.

Whether an agreement is forged or not, however, Stillwater is able to make the purchase on its own, according to its Supervisor.

The company has proferred a donation toward  Stillwater's desired purchase of the long-popular, but long idled beach facility at the south end of Saratoga Lake,  IF it can be part of an agreement providing both Towns with sufficient  "public benefit" from an approval of the Fab 8.2 project –  and be the final such concession expected of the company.

This Month in the Civil War – July, 1863 New York City’s Draft Riots – By Sandy McBride

In the early days of July, 1863, thousands of Americans lay dead or dying while thousands more were suffering greatly as a result of two major confrontations in the Civil War.  With the Union finally able to claim two pivotal victories, one in the three-day battle in the Pennsylvania countryside at Gettysburg and another in the successful siege of the Mississippi River stronghold at Vicksburg, it would seem that the Federal government finally had the upper hand over the rebellious Confederate states.

It is said that “War is hell”, and for sure, a civil war is true hell.  Every family . . . every man, woman and child . . . on either side of a warring, divided nation is invested in a civil war in one way or another. Every facet of life is affected. By July, 1863, our divided nation was war-weary.  And the ugliness was about to get even uglier.

First Round of GloFo- Stillwater Foundation – By Harold Wessell

TOWN OF STILLWATER, July 9–

Two large "checks" were displayed at the front of the Stillwater Town Board chamber at a special meeting on this day.

One, explained Supervisor Edward Kinowski, was for $1 million, which had been received from GlobalFoundries.  "And thank God for GlobalFoundries as far as I'm concerned. They've done amazing things for our Town, by the money they've provided; and by the jobs and everything they've provided for Saratoga County, and our area."

The check to the right was the subject of the evening's meeting: for $242,482, the total amount of 27 grants awarded by the Stillwater-GlobalFoundries Foundation, inaugurated about two years ago. This was the first disbursement of grants by the Foundation.

"Mechanicville" by Dr. Paul Loatman,Jr., city historian, is the latest in Arcadia Publishing Company's outstanding "Images of America" series.  This book, which will be released on July 22, is a visual treat as well as a thoroughly-researched story of the origins and the evolution of our town.

Paul Loatman is not a Mechanicville native. In his dedication, he says "To the people of Mechanicville whose saga keeps me endlessly fascinated and wanting to learn more."

Jane Miranda DeSieno – 84

MECHANICVILLE – Jane Miranda DeSieno, 84, of Saratoga Ave., died suddenly Sunday morning, July 14th, at St. Mary’s Hospital, Troy, after being stricken at home.

A native and lifelong resident of Mechanicville, born Sept. 23, 1928, daughter of the late

Ferdinand and Edith Zennaiter Miranda, 1945 graduate of Mechanicville High School.

Jane retired from NYS Dept. of Labor, and previously had been the City of Mechanicville Mayor’s secretary under Mayors Connors and Fascia.  She had also worked at the G. E. and Korell Dress Corp.

A Funeral Mass will be celebrated on Friday at All Saints on the Hudson South Church, 121 No. Main St., Mechanicville.  Burial inSaratoga National Cemetery.

Calling hours at the DeVito-Salvadore Funeral Home, 39 So. Main St., Mechanicville on Thursday from 4-7 PM.

In lieu of flowers, remembrances may be made to St. Jude Children’s Research Hospital or the John Ahearn Rescue Squad, in memory of Jane P. DeSieno

Hayes-Masa Appointed To County Coroner

Certified surgical technician previously served as Deputy Coroner

SARATOG COUNTY - Susan Hayes-Masa was appointed County Coroner by the Saratoga County Board of Supervisors at their regular meeting on Tuesday. The appointment will last through the end of the year, as the position has been vacant since the passing of County Coroner John DeMartino in May.

Hayes-Masa is running for County Coroner this November and is unopposed on the ballot.

“I am humbled and honored to be selected by the Board of Supervisors for this position. Having worked in the office for almost 20 years, I will ensure a seamless transition and the Coroner’s office will continue to provide top-notch investigation and reporting. I look forward to this new role and serving the residents of Saratoga County,” said Hayes-Masa.

“Over the years, Susan has been a tremendous asset to our team and I am thrilled to have her officially join the office as Coroner. Her knowledge, experience and familiarity with our staff and procedures will ensure that our office runs smoothly,” said Tom Salvatore, Saratoga County Coroner.

“Susan has the knowledge, experience and compassion to be an excellent County Coroner. The Board of Supervisors is pleased to appoint her to this position and we look forward to working with her for years to come. She will serve County residents well,” said Alan Grattidge, Chairman of the Saratoga County Board of Supervisors.

Hayes-Masa, who lives in Saratoga Springs, has received the backing of the Saratoga County Republican Committee, the Saratoga County Independence Party and the Saratoga County Conservative Party. In addition, she has established working relationships with Dr. Michael Sikirica, the coroners’ physician, and the rest of the coroner’s office staff.

Town of Stillwater Working on Disaster Preparations – By Tom Rinaldi, Chairman

The Town of Stillwater has an Emergency Management Planning Committee that has been meeting for 8 years.  The committee represents both the Town and the Village in addressing planning issues in the event of a community emergency or disaster and is positively supported by the elected officials in both jurisdictions.  The members of the committee are a diverse group made up of town and village residents, members of the first response community including the town and village fire departments, members of the town and village board, civic organizations, the Community Center, National Park, the Town Highway and Police departments, Saratoga Lake Association, church groups, school facilities, the National Weather Service and mental health professional.  The current chairman of the Committee is Tom Rinaldi who is a 45 year member of the fire service and retired from New York State after 27 years with 12 years at the Office of Emergency Management in various capacities including Deputy Director.
